Kleutertoeslag (toddler allowance)

Children aged 3 and 4 who go to pre-school can get a toddler allowance of €143.53.

You are entitled to the toddler allowance for three-year-olds if your child:

• attends a pre-school recognised, subsidised or funded by Flanders;
• is already 2 years of age before the calendar year in which the toddler allowance is granted; and
• is enrolled on time (2 months at the latest after the child's third birthday) 

You are entitled to the toddler allowance for four-year-olds if your child:

• attends a pre-school recognised, subsidised or funded by Flanders;
• remains enrolled at that pre-school;
• is already 3 years of age before the calendar year in which the toddler allowance is granted; and
• adequately attended during the previous school year.

The toddler allowance is €143.53 for a full year.

You may receive the toddler allowance twice: once when your child is 3 years of age and once when they are 4 years of age.

Does your child live in Flanders? In that case, you will automatically be paid the toddler allowance. There is no need to apply as such.

If your child lives outside of Flanders but is enrolled in a pre-school recognised by Flanders, you will need to apply for the toddler allowance with a Groeipakket payment fund (previously the child benefit society or kinderbijslagfonds).

If you are entitled to the toddler allowance, the sum will be paid during the month following your child's third and/or fourth birthday. You will be paid the toddler allowance in one lump sum for the entire school year.

If your payment fund failed to receive confirmation of your child's enrolment at that time, you will be paid the toddler allowance during the month after the payment fund has received such confirmation.

Were you unable to enrol your child in a nursery on time due to illness? Provide your payment fund with a medical certificate. Your payment fund will pay the toddler allowance the month after it has received the medical certificate.
